In 2009, it was estimated that 21.8 million Americans aged 12 and older were current users of illicit drugs., approximately 8.7 percent of the population. According to a 2008 drug control report on the State of California, cocaine is easily available throughout the entire state. Los Angeles remains the largest cocaine shipment and distribution region in the country. The study also noted an increased availability of high purity heroin that can be snorted as opposed to being injected, making it more accessible to a younger population. The study also suggested that methamphetamine was the primary “drug threat” in California, while Ecstasy was commonly used among young adults. The 2004 to 2005 data from the National Survey on Drug Use and Health suggested approximately 2.6 million (nine percent) of all Californians ages 12 and older used drugs. This is higher than the national average.

Inpatient facilities are also a good option for those who do not have a strong support system at home, as they provide a built-in community with around-the-clock access to counselors, group therapy and interaction with peers.
Outpatient programs, conversely, cater to a patient with a less prevalent addiction that is psychological instead of physical. Psychological addictions do not directly disrupt biological mechanisms within the body, so they do not cause a physical withdrawal. Detox is more easily managed in psychological addictions so constant medical supervision is not usually necessary. Also, someone with a strong support system at home who wishes to manage their day-to-day responsibilities might find an outpatient program advantageous to them. All drug addiction programs in California can be classified as either outpatient or inpatient.
